A setting controls whether tapping a blank image slot opens the camera directly, or shows a menu to choose between the camera and photo library. This is available on both Android and iOS.

Steps:
Go to Settings > Photos
Turn on Blank Image Opens Camera
With the setting on, tapping a blank image slot opens the camera directly instead of showing a menu.

On Android, use the Choose Photo button below the image if it's shown, or turn the setting off.
Issue: The setting doesn't seem to do anything on a form photo question.
Solution:
Confirm the setting is on in Settings > Photos.
This applies per blank image slot across the app, including form photo questions.
